Expanding Eligibility for the Scrappage Scheme

The Mayor of London's scrappage scheme aims to aid eligible Londoners receiving Child Benefit, low income, or disability benefits in scrapping non-compliant cars, motorcycles, and wheelchair accessible vehicles ahead of the Ultra Low Emission Zone (ULEZ) expansion from 29th August 2023. The scheme's eligibility has been broadened, allowing any London resident with an eligible vehicle to apply for car or motorcycle scrappage, and providing increased financial support of £10,000 for scrapping or retrofitting a ULEZ non-compliant WAV.

 

Application Process for the Scrappage Scheme

The £110 million scrappage scheme, initiated by the Mayor, promotes cleaner and greener transport options by offering grant payments to successful applicants to scrap or retrofit vehicles that do not meet ULEZ emissions standards. The scheme offers two sub-schemes based on vehicle type and applicant eligibility.

The ULEZ car and motorcycle scrappage scheme is tailored for Londoners receiving Child Benefit, certain low income, or disability benefits who own cars, motorcycles, or wheelchair accessible vehicles that fail to meet ULEZ standards. Alternatively, eligible sole traders, micro businesses (up to 10 employees), small businesses (under 50 employees), or charities with registered London addresses and non-compliant vans or minibuses can access information on the ULEZ van and minibus scrappage scheme.

Vehicle owners with non-compliant vehicles must pay a daily charge to drive within the ULEZ zone. To avoid this charge, using a vehicle that meets emissions standards for essential journeys or opting for public transport, walking, or cycling is advised.

 

Check Vehicle Eligibility

Eligibility for the ULEZ car and motorcycle scrappage scheme requires residency within the Greater London Area (one of the 32 London boroughs or the City of London) and receipt of certain benefits. Those who have previously received a grant payment from the ULEZ car and motorcycle scrappage scheme are not eligible for the equivalent scheme.

 

Grant Payment Options

The ULEZ car and motorcycle scrappage scheme offer eight grant payment options for cars, motorcycles, and wheelchair accessible vehicles:

Scrap a car - £2,000
Scrap a car - £1,600 plus one adult-rate Annual Bus & Tram Pass
Scrap a car - £1,200 plus two adult-rate Annual Bus & Tram Passes
Scrap a motorcycle - £1,000
Scrap a motorcycle - £600 plus one adult-rate Annual Bus & Tram Pass
Scrap a motorcycle - £200 plus two adult-rate Annual Bus & Tram Passes
Scrap a wheelchair accessible vehicle (car or van) - £5,000
Retrofit a wheelchair accessible vehicle (van only) - £5,000
Options including one or two Annual Bus & Tram Passes offer greater value than grant payments alone, providing Londoners with over £2,500 and over £3,000 worth of benefits, respectively.

Successful applicants may choose to receive their grant payment as a one-time amount or opt for a reduced grant payment along with one or two adult-rate Annual Bus & Tram Passes. The Annual Bus & Tram Passes are issued on Oyster cards, providing holders with unlimited travel on TfL buses and trams across London for 12 months.

 

Eligible Applicants and Vehicles

Eligibility for the ULEZ car and motorcycle scrappage scheme requires residency within the Greater London Area and receipt of specific benefits. Vehicles eligible for the scheme include cars, motorcycles (including mopeds, motorised tricycles, and quadricycles), and wheelchair accessible vehicles (cars and vans). An option to retrofit a wheelchair accessible vehicle (vans only) is available, involving engine and exhaust system modifications to reduce emissions and meet ULEZ compliance through the Clean Vehicle Retrofit Accreditation Scheme (CVRAS).

Wheelchair accessible grant payment eligibility demands vehicle conversion by mobility experts, enabling disabled individuals to access the vehicle as drivers or passengers.

To qualify for the grant payment, the vehicle must have been registered with the Driver and Vehicle Licensing Agency (DVLA) under the applicant's name (or a nominated driver's name) on or before 30th January 2022. Vehicles registered to nominated drivers claiming disability benefits are also eligible, even if they live at different addresses. Additionally, the vehicle must have valid insurance, road tax, MOT, and fail to meet ULEZ emissions standards.
